The European Coalition for Just and Effective Drug Policies (ENCOD) brings together European citizens who believe that drug prohibition is an immoral and insane* policy. We call for legal regulation as the only sensible and effective way to diminish drug-related problems, reduce organised crime and free up tax money for health, education and social programmes.

LATIN AMERICA ON ITS WAY TO LEGALIZATION

Latin America is headed towards the decriminalization of drug possession for personal consumption, according to experts and officials who took part in a regional conference in Buenos Aires.

Those attending the 1st Latin American Conference on Drug Policy, which ended Friday, also said that legislative reforms are being designed to give smaller sentences “to small traffickers, and to create policies that minimize harm” by encouraging addicts who can’t quit to come into the health system.

LEGALIZED MARIJUANA NOT SO FAR OUT

The idea that a majority of voters could support legalizing marijuana may seem far out — but the polls say otherwise. In many states, the prolegalization and antilegalization camps are roughly equal in size. In a poll of Washington state voters released last month, supporters of the legalization referendum outnumbered opponents: 48% vs. 45%. And Washington probably won’t be the only state voting on marijuana this year. In Colorado, supporters last week fell about 3,000 signatures short of getting a legalization measure on the ballot — but the law gave them 15 days to collect the rest, and it seems likely they will. Activists are also collecting signatures in other states, including California, Michigan and Montana.

GERMAN LEFTISTS PROPOSE CANNABIS SOCIAL CLUBS

Germany’s socialist Left party is calling an expert hearing on “legalizing cannabis through the introduction of cannabis clubs” in the German parliament on Wednesday. The idea has met widespread rejection.

The Left party’s proposal is to allow Germans to open exclusive cannabis clubs, where members will be able to grow marijuana plants. They also recommend that consumers be allowed to own 30 grams of the drug for personal consumption – double the current limit.

MARIJUANA SHOULD BE GIVEN TO CANCER PATIENTS, SAY ISRAELI RESEARCHERS

The study, carried out at the Sheba medical centre in Tel Hashomer, Israel, found that two thirds of patients who were prescribed marijuana to combat pain reported an improvement in their condition.

More than 60 percent said the marijuana caused a significant improvement in their quality of life, with 56 percent noting an improvement in their ability to manage pain.
